The course "Fiscal Policy and Tax System" is focused on familiarising students with the activities of the state in the area of fiscal and tax mechanisms, where the fiscal and tax systems are of great importance in achieving positive/negative effects on the overall economic and business activities of a state. Through specific instruments and measures, fiscal policy and the tax system fulfil basic functions such as redistributive, developmental, stabilising, social, etc. Furthermore, fiscal policy and the tax system consist of mechanisms, legal frameworks, and a budgetary period for achievement. Through this course, students will gain insight into the structure of fiscal policy and the tax system as important parts of the whole that represents the totality of a country's fiscal system. Special attention will be directed to fiscal policy and taxation processes using the example of the Republic of Croatia, through a historical and current overview of fiscal and tax activities. Students will be trained to analyse the principles and methods of applying fiscal policies, depending on situational analysis using "case studies". Through numerous examples, students will be able to perform a comparative analysis of different fiscal and tax policies and reflect on the advantages and disadvantages of implementing fiscal and tax policy measures. The course content plans to cover the fundamentals of the budget and budget execution through the analysis of public revenues and public expenditures, as well as an analysis of the importance of applying and the impact of fiscal rules on shaping a more optimal fiscal system for a country. This course has great practical significance for a better understanding of public finance management activities, and the positive examples from European Union countries will specifically represent a higher quality framework for further expanding student knowledge in the area of shaping fiscal and tax policies.
